In Canada we have a Federal Dental Plan that does not co-ordinate with other provincial insurance plans. We need a way to have both insurance coverages in a pt's file and be able to select which plan to send a claim to (could be Primary or Secondary) without have it automatically coordinating with the other plan.

The federal government plan has been set up to coordinate with all provincial plans and even other federal plans like Veterans Affairs, the Interim Federal Health Program, and Correction Services Canada. If the CDCP does not coordinate with a plan then that would mean the patient shouldn't have been eligable for the plan in the first place.
There are rules in which order dental claims should be billed in, not just with this plan but all dental plans (which are set out by the Canadian Life and Health Insurance Association). You cannot just pick and chose which insurance company to send the claim to, based on which procedures are covered, as it must follow the order even if one plan doesn't pay for a procedure.
What you are suggesting would never happen as it would be concidered fraudulant billing and I highly recommend you look into the billing rules in your province as I'm afraid some one has given you false information.
Which province are you located in that doesn't allow coordination of benefits with the Federal Plan? In BC all of our provincial plans are allowed to be coordinated with the CDCP.
